Weighting Design for the 1983-89 SCF Panel Arthur B. Kennickell and R. Louise Woodburn, 1996 This version: June 18, 1997 Background In 1983, the first wave of the SCF panel was conducted as a part of a multi-agency effort, led by the Federal Reserve and made possible by the cooperation of Statistics of Income (SOI) at the Internal Revenue Service. Data were collected by the Survey Research Center of the University of Michigan. The sample design for the 1983 survey uses a dual-frame design to address two fundamental problems inherent in measuring wealth. Some components of wealth (for example, holdings of corporate stock) are highly skewed, while others (for example, mortgage debt) are more broadly distributed (Kennickell and Woodburn [1992]). In addition, wealthier households have a higher propensity to refuse participation in surveys (Kennickell and McManus [1993]). If there is no adjustment for this reporting difference, analysis of the survey results will be biased in many cases. A standard multi-stage area-probability sample with 3665 of the completed cases (a 71 percent response rate) provides good representation of broadly-distributed characteristics. A special list sample designed using a file of individual tax data maintained by SOI (IRS [1990]) improves the precision of estimates of skewed financial variables and enables systematic corrections for unit nonresponse. The list sample was selected in a way that tends to oversample wealthy households. Under an agreement with SOI, each selected list case was mailed a packet containing a letter requesting cooperation with the survey and a postcard to be returned if the person agreed to participate. In 1983 only about 9 percent returned the postcard, but about 95 percent of those who did so were eventually interviewed (438 cases). While the level of nonresponse is high (even by more recent SCF experience), it is important to note that such nonresponse is implicit in most surveys, but usually there is no means of identifying the problem. The 1989 wave of the SCF panel is part of a more complicated design. The 1989 survey was an overlapping panel/cross-section based on the 1983 design and on a new cross-section design for 1989 (Heeringa et al. [1993]). From the 1983 sample, 2,845 cases were selected to be interviewed in 1989. Respondents who had not moved since 1983 were treated as both cross-section respondents and panel respondents, and 1983 respondents who had moved were treated as panel respondents only. Where couples in 1983 had divorced or separated, an attempt was made to follow both parts of the original couple. For cost reasons, there was some sub-selection of the 1983 respondents and former partners resulting in a total of 1,479 panel interviews. All list respondents were followed and 361 were interviewed. The area-probability respondents were subsampled by geography. An attempt was made to interview all area respondents who had not moved and 819 of these respondents gave interviews. Of the remaining eligible movers, households with heads aged between 22 and 44 in 1983 were followed with a one-in-four probability, and older respondents were followed with certainty. In all, 299 area mover cases were eventually interviewed. Another 1,664 cases who were from the new cross-section or who lived at 1983 sample addresses have only cross-sectional representation. The weighted response rates for the area-probability and list panel samples in 1989 was 67 percent and 81 percent respectively. The rate for the area-probability sample seems unusually low for a reinterview. Given the degree of willingness list respondents had to express to be interviewed in 1983, it is not surprising that their response rate is higher. In terms of 1983 characteristics, the area-probability panel respondents tend to be younger than nonrespondents, and to have higher income and wealth. The age difference may partially be explained by the fact that some selected people must have died in the six-year interval, but information was not always available to treat them as ineligible. The income and wealth result probably reflects the fact that wealthier people tend to exhibit more stable residence, and thus are easier to locate. In terms of a few key characteristics, the list sample panel respondents differ only slightly from the entire list sample. The panel data were processed at the Federal Reserve Board (see Kennickell and McManus 1994). Missing data items were multiply imputed. Each survey case was replicated three times and each replicate was imputed independently. We refer to these replicates as "implicates" to distinguish them from replicates that we use in other work for variance estimation. Weight construction Steven Heeringa (SRC) took the separate AP and List design weights from 1983 and made adjustments for systematic components of selection into the panel, and model-based adjustments for nonresponse. Variables included were home ownership, net worth categories, income categories, an indicator of the age of the head being 65 or older, a categorical variable for the age of the head, labor force participation, number of adults in the household, race of the household, marital status, categorical variable for education of the head, sex of respondent, Census region, Censis division, and an indicator of whether the sample PSU was self-representing, non-self-representing MSA, or other area. The model selected 15 subgroups that were the final adjustment cells, and uniform ratio adjustments were computed for each of those cells by dividing the expected cell counts using B3017, the pure area-probability weight for 1983, by the weighted count of the panel sample in the cells using B3017 adjusted for selection into the panel. For the list cases, NRADJ was computed by selarating the sample into 8 cells based on the percentile distribution of 1982 income (B3201). The nonresponse adjustment ratios here are given by the weighted cell frequencies computed using B3012, divided by the weighted number of panel cases in each cell. The basic input to the 1983-89 panel weight is B3016, which is the merged sample weight created by Avery and Kennickell (see Avery, Elliehausen, and Kennickell 1988) for the 1983 SCF. We used MOVERSEL and Steve Heeringa's estimates of NRADJ to adjust B3016. It might be desirable to estimate an independent nonresponse adjustment, or at least an alternative version, but unfortunately, it was not possible to obtain from SRC a list of the full set of cases for which reinterviews were attemped. However, the Herringa estimates of the nonresponse adjustment are well-documented and appear reliable. The weight assigned is the median weight for cases with 1989 net worth in the same range. XX1=4084, original weight=248983, truncated weight=1525 A complete printout of all weights at this stage along with the adjustment factors is given below in Table 1. Table 2 gives the total of the FRB merged panel weight. Table 3 gives the distribution of PSU panel selection adjustment factors by sample type. Table 4 gives the distribution of mover selection adjustment factors by sample type. Table 5 give the distribution of nonresponse adjustment factors by sample type. The weights have been subjected to a series of adjustments that are within an established set of procedures for calculating weights. However, when we use these weights to estimate distributions of wealth by age categories, income categories, etc., it was clear that the panel sample differs substantially from the equivalent age groups in both the 1983 and 1989 cross-sections. Panel respondents were wealthier than cross-section respondents in almost all important groups, and those groups became wealthier than the population in those groups in 1989. The differences were far to large to be accounted for by simple sampling error. Because the Heeringa nonresponse model already incorporates many important characteristics of 1983 respondents, we believe that the difference must be explained by heterogeneity not correlated with the variables in the nonresponse model. To deal with this problem, we turn to additional information outside the panel dataset to develop a series of post-stratifications. It is fortunate for this purpose that we the 1983 and 1989 cross-sections. Leaving aside problems of respondents leaving the sample through death (see below) and differences due to sampling error, the panel estimates of 1983 characteristics should be the same as those from the comparable age group in the 1983 cross-section. The 1989 cross-section is not as closely related to the panel households, but it was conducted at the same time and used the same questionnaire and procedures. We use the two cross sections to create a set of post-stratification categories: 1983 income, 1983 homeownership, 1983 age, and 1983 and 1989 net worth (table 6). We estimate control totals for these cells in the comparable age subset of the cross-sections cells for the comparable age groups in the cross-sections. Then in sequence, we post-stratify to 1983 income, 1983 homeownership, 1989 age, and finally we rate (iteratively post-stratify) to 1983 and 1989 net worth. The sequence of adjustments is given in table 7. We make no allowance for the fact that some resopndents may have died since the 1983 survey and, thus, should not be included in the estimated total number of households. There is an indicator in the survey of whether a given case is missing because the respondent (and spouse, if there was one in 1983) is deceased, but this is believed to be a bad indicator of the number of cases that should be treated as legitimately missing. The total number of such cases should not be too large, and rather than impose a judgmental estimate, we decided not to make any allowance for deceased households. SOME ANALYSTS MAY WANT TO REVISIT THIS DECISION. Finally, the weights were reviewed in the context of the implied distribution of changes in net worth and three cases were determined to be substantial outliers. These cases, shown in table 8 were assigned the median weight (by implicate) of cases that had similar changes in net worth. To maintain the overall population total, all of the weights were rescaled uniformly by implicate using the factors shown in table 9.
