RE: Consumer Affairs Electronic Banking Examination Checklist
Attached is a Consumer Affairs Electronic Banking Examination Checklist that is an optional tool for compliance examiners to use in reviewing the internet web sites of state member banks. The checklist was developed by the Electronic Banking Working Group (EBWG) and should be used in conjunction with the previously issued Electronic Banking Examination Guidance (CA letters 00-1 and 02-12).
The checklist is separated into seven functional modules:
- Compliance Management
- Advertising
- Privacy
- The E-Sign Act
- Taking Applications
- On Line Lending
- On Line Deposits
Because of the comprehensiveness of the checklist, the EBWG placed a priority on its usability. Thus, the modular approach allows examiners to choose whether to complete some, all, or none of the applicable subsection questions, based on the scope of the supervisory event and the complexity of the site under review. In addition, the checklist was created in Microsoft Word to allow examiners to navigate easily through the document using the "Document Map" and "Hyperlink" features in Microsoft Word (further instructions are included within the checklist itself).
