SUBJECT: Interagency Community Reinvestment Act Performance Evaluation Formats
The attached interagency Community Reinvestment Act (CRA) performance evaluation (PE) templates and instructions are effective for use by examiners immediately1. Two new performance evaluation templates have been developed for intermediate small banks. One is for use when examining intrastate intermediate small banks and the other for use when examining interstate intermediate small banks. In addition, the templates for small institutions, large institutions, wholesale and limited purpose institutions, and institutions operating under a strategic plan have been revised.
The performance evaluation templates:
• include a written scope of examination in the body of the performance evaluation
• reflect the agencies' current practice of reviewing an institution's record with respect to fair lending and other illegal credit practices
• update certain terminology to ensure consistency with the examination procedures, Regulation BB, and the Act.
The principles that are explained in the large bank performance evaluation guidance transmitted in CA 02-7 may be applied to the new large bank performance evaluation template. With the issuance of these new templates, CA letter 00-10 is rescinded, as the templates have been revised. The performance evaluation templates should be used in conjunction with existing CRA examination procedures, including the recently adopted Interagency Intermediate Small Bank CRA Examination Procedures transmitted in CA 05-5.
