ACTION: Final rule. SUMMARY: The Board of Governors of the Federal Reserve System (Board) is amending its Tier 1 leverage capital standard for bank holding companies. The effect of this final rule is to simplify the Board's leverage capital standard for bank holding companies and to incorporate the market risk capital rule into the leverage standard.
